Why can?t we promote our budding talent to scale heights as Indian scientists besides scientists of Indian origin as Sunita Williams?

I am suggesting the establishment of a permanent cadre of scientists selected from students from Post Graduate level, who would be provided life long job security to pursue careers in pure science. That way we can promote our own young science talent.
