    We need to have a safe border for carrying out our development tasks peacefully. Hence, we have to attain and maintain minimum military strength. Since, strength alone respects strengths. We are spending only less than three percent of our GDP towards Defence expenditure. Other countries spend much more. National Security and Economic Security must go in hand in hand. One cannot be separated from the other. When all the countries around us have weapons we cannot be silently watching. We have to prepare ourselves for any eventuality. However, our policy is ?no first use?.
